The Lake Geneva Public Library is getting ready for its grand re-opening.
The library is a historic building located along the shore of Geneva Lake set into the natural beauty of Library Park. Patrons of the library are getting anxious about the opening, as the library has been under renovation for some time now. The library has worked to accommodate the community in some capacity during the process. It had a satellite location at city hall but, as of March 10th that was closed, for the final push and move in the main building to be completed. All hands are needed on deck for the daunting task of moving everything in, including the tens of thousands of books. The library is expected to be warm, inviting, spacious, and have a spectacular view of the lake. The reopening is set to occur a couple of weeks from the publishing of this issue.
Thursday, March 17th at 6 p.m. Lake Geneva City Council had a special council meeting scheduled.
The meeting was to begin conducting the study of returning to full impact fee charges for developers. The meeting was important, and time is of the essence as more and more development occurs in and around the city and vital impact fees are still partially non-existent. The impact fees were in place and active years ago but were dissolved and not discussed until recently. The big developers in Lake Geneva showed up for the meeting and were ready to add comments and defend the position of not paying at all.
Shodeen’s representative and Pollard (the Scarlet Pimpernel) sat in the meeting room ready to go at it, but the city wasn’t ready. The clock ticked closer to the 6 p.m. start time and the city officials present found they had a problem. Six council members were supposedly needed to have a quorum but only five were present. That was what the city attorney stated in front of everyone. Only five, however, are truly needed for a quorum, but the attorney either had forgotten that or maybe not known at all. Now the question is, was this intentional or just plain dumb ignorance since all the alderpersons who were there went right along with his erroneous conclusion?
The meeting was scheduled on a holiday (St Patrick’s Day) so maybe booze was involved? Alderpersons Howell, Halverson, Flower, Dunn, and Fessenmaier were in attendance but alderpersons Hedlund, Straube, and Yunker were not. The meeting was called to order, the pledge of allegiance was recited, and, without a supposed quorum the meeting then had to be adjourned.
Now, will this important meeting be rescheduled as a special meeting, or will the impact fee study (as required) be added to the next city council meeting to be held on the 28th?
