Nancy Douglas, the woman who owns Lake Geneva’s 96.1 FM radio station (the Geneva Shore Report got her first name wrong in last week’s issue, for which the staff fully retracts and apologizes for) heavily supported Linda Frame on her talk radio Sunday morning show.  Nancy said: ‘it’s nobody’s business what’s in those employee personnel file,” and she could not have been more correct.  If there’s something legal that needs to be pursued then get a warrant, a subpoena or file a lawsuit.

The Lake Geneva City Attorney, Mr. Draper, said he authorized the release, when in fact, as the elected city attorney, he has no authorization authority whatever.  He is the elected legal advisor to the real leadership of the city, which is not run by committee or an individual acting alone.  The city’s ultimate authority is the city council.  The city clerk (Lake Geneva has the highest paid city clerk in the state) is also in an advisory role when it comes to major decisions.  “After conducting the balancing test, which I am required by law to do, I have determined that the requested records, with the above-noted exceptions, are subject to disclosure.”  The clerk made the decision to release the files.

Linda Frame, at her own expense, had to hire an attorney in order to prevent her file from going public because the fifteen ‘zombies’ who requested copies could then make their own copies and paste them all over town, excerpt from them and more.  Linda makes no secret of the fact that she was fired by Tom Earle, the head of Public Works.  She supposedly (according to Tom) didn’t follow his directives, although Linda contends that was not true.  That’s it.  The rest of her file is opinions, innuendo and also some made up things other employees wrote that got their stuff in the file even though they should never have been entered.

The district that elected Linda, over a serving council member of great popularity, knows about her record as a city employee and that’s what counts in the end.  Or, at least, that should be the end.  However, a dedicated effort has been organized, probably and allegedly swirling up from a local diner on Wells.  The diner is owned by another alderperson who’s no fan of Linda.  That alderperson is close friends with Mayor Mayor who’s also no fan of Linda Frame because Linda will not agree with her on the parking issues or even the placement of goats and other stuff (so far) on the newly acquired Hillmoor property.  There’s an alleged conspiracy going on in downtown Lake Geneva, washing from the diner all the way to the front lobby of the concrete, bomb-proof, looked doors structure that’s called a municipal building.

Linda Frame is being framed as unacceptable to be serving in her position and she’s likely being framed by this assortment of ‘the divine right of kings’ kind of thinking that seems to take over the minds of so many people winning political votes and sitting in these puny but seemingly mighty positions.  Linda cannot be recalled by her constituents while she’s serving in her first year as an alderperson, so this cabal carried on the shoulders of the zombies, is trying to shame Linda out of office, out of town, or even worse so that their kind of ‘order’ can be brought to Lake Geneva in heavier doses than it already has.

Six figure salaries for the city’s administrative leaders (now some of the highest in the state even though Lake Geneva is so tiny in size), hidden surplus revenue in the millions (while screaming that the city’s broke), parking rates set at heights causing city businesses a cold coming winter of true financial pain, no place for employees to park, getting rid of the twinkling night lights all over town, running the police and fire commission without legality (of all things!).  That’s a description of how things are going and Linda’s against that entire package.  The only good news for these people, the cabal members, and the zombies, is the likelihood that Linda will be in a great place to run for mayor next year.
