The Wisconsin Department of Natural Resources (DNR) issued a statewide memo warning municipal drinking water and wastewater utilities of malicious cyber activity targeting industrial control systems.
While neighboring states like Minnesota experienced disruptions, state intelligence and local utilities reported no confirmed compromises or service impacts in Wisconsin. The alert followed cyberattacks on more than 30 water facilities in Minnesota and systems across several other states. Federal investigations point to potential involvement by Iranian-backed hackers targeting critical U.S. infrastructure.
Hackers target Programmable Logic Controllers (PLCs), which are small industrial computers managing water flow, pressure, and chemical levels. Internet-connected remote access points create the primary vulnerability, prompting advisories from the Cybersecurity and Infrastructure Security Agency (CISA) to disconnect or secure these interfaces. The Department said it is working with the Wisconsin Statewide Intelligence Center regarding the potential threat.
