With the Wisconsin Appeals Court ruling,
which extended the deadline for the receipt of absentee ballots until April 13th, the result of the election can’t become official until at least April 14th, but regardless of who is elected the city is facing a serious financial shortfall.  The governor of Wisconsin attempted to intervene in the election, more than likely to help the Supreme Court get one more judge.  The current court shot him down and the election will go, as you now know, on Tuesday.

It would have been very damaging to the local community and the leadership of Lake Geneva if the election had been put off to early June. The community needs real elected leaders and not people sitting in appointed seats they did not earn.  Normally, the election would be early in April and the “organizing meeting,” to install newly elected officials would occur about mid-month of the same month (April).  That will likely all occur now as it is supposed to.  Even before the Coronavirus impact, the city council had committed to collecting $133,000 more from parking revenues in 2020 than it did in 2019. The city council did that despite parking revenue has decreased between 2018 and 2019 by $142,000. So, before the Coronavirus impacted the city, the city anticipated a potential $220,000 shortfall, which was expected to be covered with a parking rate increase; however, being unable to agree on an increase in parking rate/rates, the city faced a $220,000 potential shortfall before the Coronavirus.

Today with the Coronavirus’s impact on tourism and tourism revenue, the situation is much worse, with tourist revenue (parking, Riviera, and beach) likely approximating $1.5 million dollars it makes up only 15% of the city’s budget. The city council needs to drastically cut this year’s spending now if it has any hope at all of coming in under or even on the budget. At first look, every department should be asked to list what measures need to be cut from its budget for the year by 10%, as well as, list the impact that it will have on the city. The city council counted on receiving revenue that it will not have a chance of receiving, and therefore, the city won’t have the funds necessary to pay this year’s city expenses and the sooner cuts can be made in current spending and money can be reallocated from non-essential expenditures, the less difficult this coming transition will be.  One other area that could also cause financial havoc is the question of the local populations’ ability to pay property tax bills on time, due to “social distancing”,  is becoming longer due to the virus’ timeline.
