To Chief Olson, I called your PD on June 12 at 1617hrs, for a confused, elderly woman standing in the middle of the road on South Main St, and Rt. 67. Officer Brunning responded and upon his arrival immediately chastised me for calling. Apparently this is a known subject that walks this route. He accused me of detaining the person and creating a traffic problem in his village, with the way I parked in order to prevent the person from being hit by a vehicle, she was in the middle of the road and had only moved towards the shoulder after I stopped and asked her to. This elderly woman was just standing there shaking, and was making no attempt to walk on her own. I had every right to stop and ask her if she needed help. I had every right to call Fontana PD about this as I (and the general public) do not know who your department deals with on a regular basis. Given that the woman was elderly, and appeared confused, and was shaking while making no attempt to move out of the roadway, and couldn’t answer any basic questions (such as: who is the president, where do you live, and what day is it) and there was no one present that could say this is normal behavior for her, what was I suppose to do? I’m sorry I inconvenienced your officer, and made him respond to check on a situation. Your officer’s actions leave me wondering if I ever see a problem in Fontana, am I just suppose to ignore it, because if I stop to help then I will get chewed out by your responding officer for doing what any other Good Samaritan would do? This all occurred in front of my wife, and another Good Samaritan that had also stopped (before I stopped). The Good Samaritan, my wife, and myself were taken back by the demeanor and un-professionalism of your officer as he accused us of detaining someone and creating a traffic problem. No one detained the woman, she was more than welcome to just keep walking.

Attached: “I sent this email to Chief Olson in regards to one of his officers and their actions when I called for them to check on a woman standing in the middle of the roadway in their village.  The un-professional officer accused me of detaining a person that may have been in need of medical attention and never said one word to the woman.  His actions leave me wondering how safe are you in Fontana???”

“It would not be fair to indict all previous Lake Geneva City officials about questionable TIF Administration behavior. Many did not know or understand what was going on, and unfortunately more than a few just didn’t care. Most of the “TIF forever” group also support a “Development Forever” agenda, and many of these council members are still on the board. Vigilance is still necessary. For many years those of us who recognized and understood the problems and abuses were faced with the reality that a suitable, affordable remedy was just not available, until now! Thank you to those who have helped us achieve this truly monumental moment in Wisconsin history. The crowning moment of this whole affair, unfortunately, came a little late for Lake Geneva TIF #4. On March 2, 2016 the 2015 Wisconsin Act 257 was published. Solutions and remedies for previously listed complaints, and concerns about transparency and operational procedures, are clearly addressed by regulations within the DOR’s scope of responsibility. It can be safely predicted that an out-of-control 30-million-dollar tax abuse that was the result of TIF#4 and plagued Lake Geneva tax payers for two decades will never be allowed to happen again, anywhere in the state of Wisconsin.” (TIF). Ed Yaeger, former Lake Geneva City Councilman and long time social activist, has worked since the inception of TIF in 1983 to ensure that it was legally used and not abused. As several recent articles have reported, the two-decade old TIF #4 taxpayer program is finally being closed in 2016. After 30 long years Ed wanted to commemorate this event with some observations and thanks.
